    2.3. In accordance with the approved business plans of the enterprise for the medium and long term, he supervises the development of measures for the reconstruction and modernization of the enterprise, the prevention of the harmful effects of production on the environment, the careful use of natural resources, the creation of safe working conditions and the improvement of the technical culture of production.

    2.4. Organizes the development and implementation of plans for the introduction of new equipment and technology, organizational and technical measures, research and development work.

    2.5. Ensures the effectiveness of design solutions, timely and high-quality preparation of production, technical operation, repair and modernization of equipment, the achievement of high quality products in the process of its development and production.

    2.6. On the basis of modern achievements of science and technology, the results of patent research, as well as advanced experience, taking into account the market situation, organizes work to improve the range and quality, improve and update the products, work (services) performed, equipment and technology, create fundamentally new competitive types of products , on the design and implementation in production of means of complex mechanization and automation of technological processes, control and testing of high-performance specialized equipment, the development of standards for the labor intensity of products and rates of consumption of materials for their manufacture, the consistent implementation of the economy mode and cost reduction.

    2.7. Monitors compliance with design, engineering and technological discipline, rules and regulations for labor protection, safety, industrial sanitation and fire safety, the requirements of environmental, sanitary authorities, as well as bodies exercising technical supervision.

    2.8. Provides timely preparation of technical documentation (drawings, specifications, technical conditions, technological maps).

    2.9. Concludes contracts with research, design (design and technological) organizations and higher educational institutions for the development of new equipment and production technology, projects for the reconstruction of an enterprise, its divisions, equipment renewal and modernization, comprehensive mechanization and automation of production processes, automated production management systems, monitors their development, organizes the consideration and implementation of technical re-equipment projects developed by third-party organizations, drafting applications for the purchase of equipment on a lease basis.

    2.10. Coordinates work on issues of patent and inventive activity, unification, standardization and certification of products, certification and rationalization of workplaces, metrological support, mechanical and energy services for production.

    2.11. Takes measures to improve the organization of production, labor and management through the introduction of the latest technical and telecommunication means of performing engineering and management work.

    2.12. Organizes scientific research and experiments, testing of new equipment and technology, as well as work in the field of scientific and technical information, rationalization and invention, dissemination of advanced production experience.

    2.13. Carries out work to protect the priority of the implemented scientific and technical solutions, prepare materials for their patenting, obtain licenses and intellectual property rights.

    2.14. Organizes training and advanced training of workers and engineering and technical workers and ensures continuous improvement of personnel training.

    2.15. Supervises the activities of the technical services of the enterprise, controls the results of their work, the state of labor and production discipline in subordinate units.

    2.16. Ensures compliance with the internal labor regulations.

    2.17. Observes labor discipline and ensures the observance of labor discipline by employees of subordinate services.

    2.18. Complies with labor protection and labor safety requirements and ensures compliance with such requirements by employees of subordinate services.

    2.19. Complies with fire safety requirements and ensures compliance with such requirements by employees of subordinate services.

    2.20. Treats the property of the employer and other employees with care.

    2.21. Immediately inform the employer and by calling emergency services about a situation that poses a threat to the life and health of people, the safety of the employer's property; organizes the evacuation of employees of subordinate services in the event of such situations.

    In case of official necessity, the chief engineer may be involved in the performance of his official duties overtime, in the manner prescribed by the provisions of federal labor legislation.

    3. Rights

    The chief engineer has the right to:

    3.1. To give subordinate employees and services assignments, assignments on a range of issues included in his functional duties.

    3.2. Control the execution of production tasks, the timely execution of individual orders and tasks by the services subordinate to him.

    3.3. Request and receive the necessary materials and documents related to the activities of the chief engineer, subordinate services and divisions.

    3.4. Interact with other enterprises, organizations and institutions on production and other issues related to the competence of the chief engineer.

    3.5. Sign and endorse documents within their competence.

    3.6. Submit to the general director of the company for consideration the submissions on the appointment, relocation and dismissal of employees of subordinate units; proposals to encourage them or to impose penalties on them.

    3.7. Enjoy other rights established by the Labor Code of the Russian Federation and other legislative acts of the Russian Federation.

    4. Responsibility and performance evaluation

    4.1. The chief engineer bears administrative, disciplinary and material (and in some cases stipulated by the legislation of the Russian Federation - and criminal) responsibility for:

    4.1.1. Failure to comply or improper fulfillment of the official instructions of the immediate supervisor.

    4.1.2. Failure to perform or improper performance of his labor functions and the tasks assigned to him.

    4.1.3. Misuse of the granted official powers, as well as their use for personal purposes.

    4.1.4. Inaccurate information about the status of the work entrusted to him.

    4.1.5. Failure to take measures to suppress identified violations of safety regulations, fire safety and other rules that pose a threat to the activities of the enterprise and its employees.

    4.1.6. Failure to enforce labor discipline.

    4.1.7. Offenses committed in the course of their activities are within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.

    4.1.8. Causing material damage and / or losses to the company or third parties related to action or inaction during the performance of official duties.

    4.2. The assessment of the work of the chief engineer is carried out:

    4.2.1. Immediate supervisor - regularly, in the process of the employee's daily performance of his labor functions.

    4.2.2. The attestation commission of the enterprise - periodically, but at least once every two years, based on the documented results of the work for the evaluation period.

    4.3. The main criterion for evaluating the work of the chief engineer is the quality, completeness and timeliness of the fulfillment of the tasks provided for by this instruction.

    5. The right to sign

    5.1. To ensure his activities, the chief engineer is given the right to sign organizational and administrative documents on issues that are part of his functional duties.
