Individual and home education. Homeschooling - what is it? Individual home education

Not all schoolchildren on September 1 will go to school with a bouquet of flowers and a beautiful portfolio. There are also those kids for whom the bell for the lesson will never ring. Formally, they will also be considered schoolchildren, but they will not go to school. They will learn from the comfort of their home.

Homeschooling can be carried out both as necessary (for medical reasons), and at the request of the parents. And depending on what caused the decision to switch to home-based training, the training process itself and the technology for processing all the necessary documents will differ. Let's consider all possible options.

Option 1. Home-based education

Home-based education is designed for children who, for health reasons, cannot attend educational institutions. According to the Russian Ministry of Health, there are more than 620 thousand disabled children under the age of 18 in our country. Most of them cannot complete secondary education. According to official statistics, in the 2002/2003 academic year, less than 150 thousand of them studied in general education and secondary specialized educational institutions. The rest of the children either do not receive education at all, or study at home, but do not have any documents on education. For these children, homeschooling is the only way to get a certificate of maturity.

There are two options for home schooling for children with disabilities: an auxiliary or a general program. Children who study in the general curriculum take the same subjects, write the same tests and pass the same exams as their peers in school. But the timetable for homeschooling is not as rigid as in school. Lessons can be either shorter (20-25 minutes) or longer (up to 1.5-2 hours). It all depends on the state of health of the child. It is, of course, more convenient for teachers to capture several lessons at a time, so in most cases a child has no more than 3 subjects per day. As a rule, home-based education in a general program looks like this:

  • for grades 1-4 - 8 lessons per week;
  • for grades 5-8 - 10 lessons per week;
  • for 9 classes - 11 lessons per week;
  • for grades 10-11 - 12 lessons per week.

Upon completion of the general program, the child is issued a general school graduation certificate, the same as for his classmates at school.

The auxiliary program is developed individually based on the health status of the child. When studying under an auxiliary program, a child is issued a special certificate after graduation with an indication of the program according to which the child was trained.

Process technology

  • First of all, it is necessary to collect all medical certificates for registration of home education for medical reasons. Parents or legal representatives of the child must provide the school administration with a medical certificate from the children's clinic with the conclusion of the medical commission for home education.
  • At the same time, parents (or their substitutes) must write an application addressed to the director of the educational institution.
  • If the child is not able to study according to the general program, the parents, together with representatives of the educational institution, draw up an auxiliary program, which describes in detail the list of subjects studied and the number of hours per week allocated for the study of each subject.
  • On the basis of the submitted certificates and applications, an order is issued for the educational institution on the appointment of teachers for home education and the frequency of attestation of the child throughout the year.
  • Parents are given a journal of the lessons learned, in which all teachers note the topics covered and the number of hours, as well as the child's progress. At the end of the school year, parents submit this magazine to school.

Legal support

All the nuances of home education for children with disabilities are spelled out in the Decree of the Government of the Russian Federation of July 18, 1996 N 861 "On the approval of the procedure for raising and educating disabled children at home." Here are the most basic ones:

  • The basis for organizing home education for a disabled child is the conclusion of a medical and prophylactic institution. The list of diseases, the presence of which gives the right to study at home, is approved by the Ministry of Health and Medical Industry of the Russian Federation.
  • Homeschooling of children with disabilities is carried out by an educational institution, as a rule, the one closest to their place of residence.
  • An educational institution for children with disabilities who study at home: provides free textbooks, educational, reference and other literature available in the library of the educational institution for the period of study; provides specialists from among the teaching staff, provides methodological and advisory assistance necessary for the development of general education programs; carries out intermediate and final certification; issues to those who have passed the final attestation a state-recognized document on the relevant education.
  • Parents (legal representatives) may additionally invite teachers from other educational institutions when teaching a disabled child at home. Such pedagogical workers, by agreement with the educational institution, may participate, together with the pedagogical workers of this educational institution, in the conduct of the intermediate and final certification of a disabled child.
  • Parents (legal representatives) who have children with disabilities, who are raising and educating them at home on their own, are compensated by the educational authorities for the costs in the amount determined by state and local standards for financing the costs of education and upbringing in a state or municipal educational institution of the corresponding type and type.

Option 2. Family education

You can study at home not only by force (for health reasons), but also at your own request (at the request of the parents). The form when a child is homeschooled at his own request (at the request of the parents) is called family education. In family education, the child receives all knowledge at home from parents, invited teachers or independently, and comes to school only to pass the final certification.

Here are some of the main reasons when it is more appropriate not to force your child to go to school every day, but to transfer him to home schooling:

  • The child is significantly ahead of his peers in mental development. You can often observe a picture when a child has studied the entire program before his peers and is not interested in sitting in the classroom. The kid is spinning, interfering with classmates and, as a result, may lose all interest in learning. You can, of course, "jump over" after a year (and sometimes even after several years) and study with older children. But in this case, the child will lag behind his classmates in physical, mental and social development.
  • The child has serious hobbies (professionally involved in sports, music, etc.). Combining school with professional sports (music) is quite difficult.
  • Parents' work is associated with constant moving from one place to another. When a child has to move from one school to another every year, and sometimes several times a year, it is very traumatic for the child. First, there may be academic difficulties. And secondly, it is psychologically difficult for a child to get used to new teachers, new friends and new surroundings every time.
  • Parents do not want to send their child to a general education school for ideological or religious reasons.

Family form of education: process technology

  • To register home-based education of their own free will, parents need to write a corresponding application to the Department of Education. To consider this application, as a rule, a commission is formed, which includes representatives of the Department of Education, the school to which the child is attached, parents (or persons replacing them) and other interested persons (coaches or teachers of the child). Sometimes the child himself is invited to the meeting of the commission. If the commission recognizes the expediency of teaching this child at home, an order is issued to attach him to a specific educational institution, where the child will undergo final certification.
  • You can go the other way and write a statement directly to the director of the educational institution closest to the child's place of residence. But due to the fact that family education is not yet very common in our country, school principals rarely take the responsibility to make a decision. They usually send a parent's statement to the Department of Education.
  • In the educational institution to which the child was assigned, an order is issued indicating the compulsory program corresponding to the child's age, as well as the terms for passing the final and intermediate certification.
  • Then, an agreement is concluded between the school and the child's parents, which spells out all the rights and obligations of both parties (school administration, parents and the student himself). The contract should describe in detail what role is assigned in teaching the child to school, what - to the family; when and how many times will be carried out, certification, as well as at what laboratory and practical classes the child must be present.
  • When applying for home education of their own free will, teachers from the school to which the child is assigned are not required to come to his home. In this case, the child must independently, with the help of the parents, go through the established program. Although sometimes parents agree with teachers for a certain fee on additional lessons. But this issue is decided solely by personal agreement.
  • For the final certification, the child must come to the school to which he is attached on the set days. Depending on the circumstances and age of the child, he may be required to pass the final and intermediate certification at the same time as his peers. In this case, the child should come to school only on the days of the final exams and tests. But for the child and for the parents, the option is more convenient when an individual schedule for the final and intermediate certification is assigned.

Legal support

The right of parents to give their child a general primary, basic general and secondary complete education in a family is guaranteed by paragraph 3 of article 52 of the Law of the Russian Federation "On Education" and paragraph 2 of "Regulations on obtaining education in a family". The main provisions of this law are:

  • You can switch to a family form of education at any stage of general education at the request of the parents. And at any stage of education, by the decision of the parents, the child can continue his education at school (clause 2.2 of the "Regulations"). In the parents' application to a general education institution (school, lyceum, gymnasium), it is necessary to indicate the choice of the family form of education and the reason for such a decision. This is also noted in the order for the transfer of the child.
  • An agreement on the organization of family education is concluded between the school and the parents (clause 2.3 of the "Regulations"). The main thing in the contract is the procedure, scope and timing of the intermediate certification. The general educational institution in accordance with the agreement (clause 2.3 of the "Regulations") provides textbooks, curriculum and other literature available in the school library; methodological, provides advice and carries out intermediate certification.
  • A general education institution has the right to terminate the contract if the student does not master the curriculum, which may be revealed during the intermediate certification. Transfer to the next class is made based on the results of intermediate certification (clause 3.2 of the "Regulations").
  • Parents have the right to teach the child themselves, or independently invite a teacher, or seek help from a general education institution (clause 2.4 of the "Regulations").
  • Parents who have chosen the family form of education for a minor child are paid additional funds in the amount of the cost of education of each child in a state, municipal secondary school (clause 8, article 40 of the RF Law "On Education"). At present, this amount is about 500 rubles a month, although in some regions it is slightly higher due to compensation from the local administration.

Option 3. Distance learning

All over the world, distance learning is widespread among children who, for one reason or another, cannot attend educational institutions. Distance learning is the receipt of educational services without visiting a school (lyceum, gymnasium, university) using modern information and educational technologies and telecommunication systems, such as e-mail, TV and the Internet. The basis of the educational process in distance learning is the purposeful and controlled intensive independent work of a student who can study in a place convenient for himself, according to an individual schedule, having a set of special teaching aids and an agreed opportunity to contact the teacher by phone, e-mail and regular mail, and also in person. In our country, the distance form of secondary education is being introduced so far only in some schools as an experiment. You can check with your regional department of education to find out if these "pilot" schools are available in your area.

Federal Law of the Russian Federation of January 10, 2003 N 11-FZ On Amendments and Additions to the Law of the Russian Federation "On Education" provides for the possibility of receiving education by distance. But it takes time to implement the distance education system in schools. Firstly, the educational institution must undergo state accreditation, confirming the right of this institution to provide distance education services. Secondly, unified distance education programs and specialized literature have not yet been developed. And thirdly, many schools in our country lack the necessary equipment and specialists to implement these programs. But getting a higher or specialized secondary education by distance is already quite realistic. The faculty of distance education operates in almost all major educational institutions (universities, colleges, technical schools, etc.).

It must be remembered that you always have the right to choose. Regardless of which of the homeschooling options you choose, your child can switch from homeschooling to a regular form at any time (that is, like his peers, go to school). To do this, he only needs to pass certification for the next reporting period (academic year, six months, a quarter).

The benefits of homeschooling:

  • The ability to stretch the learning process, or vice versa, take a program of several classes in one year.
  • The child learns to rely only on himself and only on his own knowledge.
  • The possibility of a more in-depth study of subjects of interest.
  • The child is protected from harmful influences for some time (although many psychologists consider this a disadvantage).
  • Parents can correct deficiencies in the school curriculum.

Disadvantages of homeschooling:

  • Lack of team. The child does not know how to work in a team.
  • There is no experience of public speaking and defending one's opinion in front of peers.
  • The child has no incentive to do his homework every day.

Discussion

Tell someone please, is it necessary to go to the university, with distance learning, to receive a diploma ??? And if I live 5,000 km from the university and I have no financial resources, and because of my health I have no opportunity to come to the university, and there is no one with me to come to the university to defend my diploma, then what should I do after I finish the last course? ??

The problem of school_ is a huge number of LESSONS! In the fifth grade, six lessons every day. Hence the strong fatigue, if you remove this technology and music, then it will be fine. Personally, Yanev is able to homeschool his son in high school. But after studying for two years at the beginning, I understand that we really cannot bear 6_7 lessons every day and a huge amount of homework, physically and psychologically! Despite the fact that I myself am an educated person and at school I was an excellent student. Dear legislators, if you do not understand education and specifically with a huge number of lessons for children starting from the first grade, then the children’s sip from school will be very large, since it’s terribly difficult to insert there! Out-of-class, special courses, unnecessary subjects_ is music and work, since they do not dilute complex subjects, but ADD the number of teaching hours for children! And take away, for heaven's sake, the third hour of English from high school and computer science from elementary! At the same time, the quality of education is poor, teachers are boors and cannot teach everyone, there is no point in going to school! Elementary school programs are horrible, division with a remainder in mathematics_ is some kind of idiocy. Personally, I don’t know how to teach my child in high school. Such a school as it is, does not suit us in any way _ has been suffering for the third year now, what to do?

Hello. We want to transfer our granddaughter to CO, because not satisfied with the quality of education at school. Can you please tell me if art, physical education, music, technology are obligatory for studying on CO, and if yes, can we attend these lessons at school?

Good afternoon. Please tell me, are certification exams required for family education? If so, by what law?

02.05.2017 07:51:18, Alexander Filinov

It should be noted that at present neither the family nor the school receive money for family education, since the child in this case is not included in the school contingent. [link-1]

Distance learning is not a solution to problems related to the personal values of guardians and / or wards; it is just a methodological type of education, provided by the modern state of science and technology, therefore, those who do not profess the generally accepted values of guardians and / or wards are inevitable unmerciful disappointment with the results of the impact of this type of education.

Now, so most of the children go to tutors, because most teachers in schools cannot give them all the information. At least my child will be much calmer studying at home. Will not waste time listening to undeserved insults. In Moscow, at least they follow the learning process more than in the Moscow region. Here in schools there are teachers who spoil the psyche of children, and the educational process leaves much to be desired. And complaints mean only one thing - that your child will only be treated worse. They won't do it anyway. This means a reduction in the number of teachers. They will simply be left without work. And not all students can be taught VIRTUALLY. Someone goes to school to gain knowledge, someone just for the sake of pastime

The article is full of mistakes in the part about family education (I do not know about the other two).
Both the technology of the process and references to the legislative part do not correspond to reality. Starting from writing a statement (it is purely informative in nature, there is no need to indicate any reasons, the commission is not going to), continuing with attestations (only final ones are required, all intermediate ones - according to a mutual agreement and schedule; laboratory, etc., the author is generally part-time she took, apparently) and ending with the cancellation in 2013 of compensation payments to parents at CO.

"Lack of team. The child does not know how to work in a team.
There is no experience of speaking in public and defending your opinion in front of peers "- the same thing) well, where do you get this from, a. Is the team really only in school? Is it really possible to speak in public only at school? Is it really possible to speak in public only at school? This is some kind of narrowness of thinking that occurs over and over again.

And I applied for CO in grade 2 to a paid school, to Moscow (4500 rubles per month), because. I was tired of "butting" - negotiating with 3 budget schools; not a single budget school gave me a clear answer on the form of education and certification of my child. And I said that we want to take the 1st grade as an external student. Why I chose SB for a child: 1. my wife does not work and can devote time to the child, 2. the child is accustomed to study independently at home every day, for two hours. 3. he attends 7 sections, where he has friends and colleagues in his favorite pastime. 4. he does not have vaccinations and I am tired of proving and explaining to everyone that the child is healthy, although according to the law of vaccination it is voluntary. 5. got acquainted with the program "School of Russia" - shocked. 6. I was in open lessons in elementary school. Children in the 4th grade in mathematics "swim" in the multiplication table. Impressions: children have no clear base, no interest in learning and severe fatigue. I decided to try CO for my child before high school, we'll see ...

Comment on the article "Homeschooling: as needed and at will"

Home schooling. Share your opinion !. Distance education, external studies. Share your opinion! Girls, do we have those whose children are taught at home? Not because of poor health, for example, but this is precisely the position of the parents and the desire of the child.

The daughter studied all 11 years in the family. Two music, dance, artist, a medal at school, high USE scores, the strictest discipline, a cheerful view of the world - all this is ours. Conditions: I have two higher educations (technical and humanitarian) + full funding (and personal participation) from my husband. If this is not the case - garbage and profanation.

My family is 4th year. It's convenient for us. It turned out to be the most convenient to take in a loyal Internet school this year. But I teach myself, except for English. The child is difficult, learns and does not want, and cannot. Now we are learning with pleasure, there are many videos on the internet, on any topic. There is still time for the gym and music.

Home education, nuances. I am taking the children home to study, the director suggested not to formalize anything and to stay supposedly on. Perhaps the whole point is in compensation for the house. education and school loss of child support in case of leaving full-time education ...

We at MSHZD switched to correspondence course, also private. There, once a month, online tests in all subjects, and come only at the end of the year for final assessments.

Depending on how you agree.
Now my child is also registered as an IEP. Part of the subjects is in absentia, part is on-site.
The school gets money. I think this is correct, because teachers must be paid. Alternatively, you can ask for advice if necessary.

When I was looking for my school for certification, I liked the small college schools TC 21 and 26. School administrations are very friendly. As a result, we got attached to 21. I was pleasantly surprised by the level of teachers.

Oh home. The son responds critically to training, said that he lacked communication. Only this is just the life of parents who have hobbies, education with children. Any child receives family preschool education. and how much such education for the time being ...

and I have a counter question - have you been listed for a long time? something silence for me: ((

I'm in the subject. Get it. Rather, the school gets it. Now, in connection with the pilot projects, they themselves are not very oriented. And in general they are not very familiar with SB. But usually in the same decrees, where the amount of compensation to the family is normalized, there is a coefficient (it seems that different educational institutions have their own), for example, 1.5. That is, if the school transfers 10 tr to you, then 1.5 * 10 = 15 tr is allocated for you.
Here is 5 tr. they should serve you in the library, conduct consultations and attestations. And how to convey this compensation to a specific teacher is a matter for the administration. Ours here were thinking, with money or time off to compensate them.

Family learning. I don't know, really, whether they are paying now or not. Partial externship. The state allocates a certain amount for each child for compulsory (for now) education. They switched to family education, for which they receive 5,000 from the state.

Discussion

It was not possible to get money from the state, she taught herself, was listed in the school, in the personal file there are not even notes about the form of education - they passed all the subjects. It is important that the school charter spells out the form of education you are applying for - family, external studies. By honey. indications - take to any school. There can be an additional day off per week, and a visit to basic subjects, and home, and individual training, what will be written in the certificate and what you agree to.

To do this, you need to formalize family education and it is obligatory at some state school, where you will have to take exams according to the curriculum for a year. Think about whether you and your child need this. IMHO, it’s better to leave it as it is, and if it’s really bad, it will be easier to transfer it in the middle of the year than it’s now.

My son was in external studies from 1st to 6th grade inclusive, then he entered L2SH (now in the 5th year). I spent money on school education in the amount of the price of books (my textbooks so that you can make notes in them + manuals for teachers from the Pedagogical Book; I bought a lot of books for general development, but this does not actually apply to school education); offered to study English for a fee, but the day flatly refused. I chose a school where intensive was not required (26th). I studied all subjects with my son at home myself. In the fall, I asked each subject (on account of 1 free lesson) which textbook to study, to what extent you need to know the subject to pass, what the exam consists of, and carefully wrote it down (orally or in writing, what verses by heart, how to write down the problem in the test on the exam) , what else will anyone say), asked for a phone number for an exam agreement. Protome only came to the exam. We did not have tutors even once, not during the external studies, nor later.
In the external study, there are solid pluses without a single minus (while the education of parents allows you to supervise studies: for example, if the son was going to study in the profile of biology, chemistry or medicine, then the external study would come up to graduation, and to analyze Olympiad mathematics and physics of the senior classes of my knowledge already not enough). The cons began when the son went to school. Seeing off to school (from the moment of waking up to putting out the door) personally took me as much time as classes according to the school curriculum, with the only difference that we studied at a convenient time for me and my son, and in the morning it was much less convenient for me (either work to run, or could get enough sleep). Further, at school, problems begin with the need to find (from today to tomorrow or the day after tomorrow) textbooks, books, notebooks and others that have not been declared in advance, even if you crack, perform stupid dz, find the right form (for various activities, from school to cleaning and hiking) + more parenting meetings. Well, and an eternal dilemma with a slightly ill one: calling a doctor is a minus of my working day for the sake of a piece of paper to school, and not calling - three days was far from always enough (and they were not always willing to accept notes). IMHO, the school is a continuous hemorrhage.
I never saw the point in purposeful homework. For example, in oral subjects, the son simply read the textbook, and then we discussed. If I saw that it was somehow not very good, then we read it together and discussed it right away (and then he learned something for delivery, dates, for example). Math was done mainly orally, opening the end of the textbook. I told you what you need to know regardless of the textbook and not necessarily at the table. Then, separately, the son wrote control tests from the manuals for a while. In Russian, they also read the rules together, then the son entered the necessary letters into the exercises in the textbook, along the way explaining to me why, until he began to do everything correctly. Then they moved on to the next paragraph. He regularly wrote dictations. Calligraphy was done separately, not on the principle of combining it with mathematics or the Russian language. IMHO, the classic homework in the absence of the dominant motor memory is only harmful. That does not exclude assignments for independent work, but not "every day, for order, so that there is something to write" and at the same time to hate, but more meaningfully: in the 5th child it is already possible to explain the amount of material to pass in a year (learned to solve problems and examples in the volume of the textbook - go and pass it, no longer does mathematics aiming at the textbook and there is nothing to sit in the pants for writing problems; read the necessary literary works, learned poetry, analyzed the answers to the required questions - go, put it in and mustache, bold point; in all subjects So). Of course, from an adult you need to monitor the distribution of time on subjects. And you can study not only within the school curriculum. But for the soul - even more so without dz. When a child knows that he has passed, has settled down and is free (then he reads what he wants, walks, etc.) there is an incentive to try to know what to pass. And when he knows or does not know - all the same homework - what are the incentives to work for the result?

family - the child goes to consultations, the teacher does not go home. !!! parents receive money "for teaching materials, etc.!

Actually, therefore, it is more difficult to scratch out family education, you need to look for a school where it is spelled out in the charter

My son is an external student, it was not possible to organize a family one, but we are in Krasnodar, not in Moscow, this happens less often here. Well, plus in Moscow (according to mothers' reviews) family members are paid about 20 thousand rubles per year, we have much less, so I didn't butt too much.

If you have any questions - you can here or on the podnik

Daughter finishes 2nd grade in family education. Purely by conviction. Very pleased. Academic performance is excellent, in mathematics it goes a grade and a half higher. I am engaged, but mostly my daughter herself. You can ask right here, my computer is not working now, I don’t read mail.

Development, training. Other children. For a teacher, the difference is huge, she will have to organize her work like this. Maybe then distance education. Options for learning at home: home education, family education, distance learning.

Discussion

Maybe it's worth now to do mathematics, literature and nature - that is, what you can explain yourself, you can even go a little ahead. (In order not to write - tasks can be done on a laptop, at the same time an oral account to work out) In Russian - write a little if possible. And when you sign out and contact with strangers will be realistic - then invite the teachers to your homework. To catch up in three subjects in a month - two is quite realistic, I think. Or you can talk to the teachers at the school - maybe they can give you some advice.
Health Antoshka, good luck in continuing your treatment!

Just take DZ at school and let him do them, and you wear notebooks for checking once a week and that's it.

Children receive primary, basic general and complete secondary education at school. But according to the law "On Education in the Russian Federation", parents have the right to transfer their child to home schooling. We will tell you how to do it.

Part 1, clause 2, Art. 17 of the Law "On Education in the Russian Federation" lists the grounds for transferring a child to home schooling: family circumstances; medical indications (health problems do not allow the child to study within the walls of the school).

Transition to home schooling for family reasons

The law does not specify what kind of “family circumstances” are due to which parents transfer their child to home schooling. This is only the decision of the parents. There are several steps to follow to teach your child at home.

Step 1. We notify the regional education authorities (Ministry / Department / Division) that you are transferring your child to family education. Parents are obliged to do this in accordance with Art. 63 h. 5 of the new Federal Law "On Education in the Russian Federation". The application is submitted in writing in two copies. The law allows you to submit a notice in person or by mail.

If you notify in person - on the second copy, the institution will put a seal and the date of receipt of the document. The application is of a notification nature. You simply inform the appropriate authority of your choice. So that the regulatory authorities do not decide that the child is skipping school. The education authority can only take note of your decision. Officials have no right to prohibit, not authorize, or disapprove of a choice.

Step 2. We go to school.

At school, parents write a statement that they are transferring their child to home schooling and ask to be expelled from school. The application is written in free form. Within a week, the school is required to return the student's personal file and medical record.

The principal of a school has no right to refuse to expel a child from school for home schooling. If the school refuses to expel, we require a written explanation from the director and complain about it to the education authorities.

After the child is dropped out of school, the parents draw up an individualized education plan, from which point the responsibility for the child's education rests with the parents.

By the way, earlier (until 2012, when the current law "On Education" was adopted), parents signed an agreement with the school. It prescribed the forms and timing of certification, the timing of practical and laboratory work. The student was invited to study, practical and other classes according to the school's schedule. Now there is no need to conclude an agreement. Those parents who were unhappy with the school's requirements to attend tests or other classes at school breathed a sigh of relief.

The "family member" acquires the status of an "external student" - he goes to school only for intermediate and final attestations. The downside is that those who regularly came to school for free consultations may forget about it. What subjects to study - the school decides, and how to teach them - the parents decide. The school does not interfere in this process and does not check. Parents themselves determine the teaching methods, the time allocated to each topic, the amount of material that can be given outside the program, and much more.

Textbooks do not have to be bought - at school the "family member" should be given free ones.

The child also enjoys other rights of an ordinary student: he can participate in olympiads and competitions, use the school library, etc. Until the 9th grade, the parent has the right not to report to the school at all, what and how he teaches the child.

The first compulsory exam is the GIA in the 9th grade. The next one is the USE in the 11th. The list of schools where the child will take these exams (compulsory certification), ask the department of education.

From the list of schools, parents choose the one where the child will take exams - and write an application addressed to the director. As well as the notification, the application must be handed over to the school office against receipt on the second copy or sent by mail in a valuable first class letter with acknowledgment of receipt and a list of attachments.

After that, the school issues an administrative act, which will indicate the admission of a person to an educational institution for attestation. The child passes such certification free of charge. At the request of the child and parent, exams (midterm certification) can be taken once a year.

Moving to homeschooling for medical reasons

The law allows children to study at home for medical reasons:

- with chronic diseases;

- with a lingering illness;

- which are treated for a long time on an outpatient basis.

Recommendations to switch to home schooling are given by the attending physician. Sometimes parents make this decision on their own. The school will let the child go to study at home during the illness if there is a certificate issued through the control and expert commission (KEC). It is given out in a regular clinic to which the child is attached.

Be sure to check! The certificate must be signed by the doctor who issued the document; a doctor supervising the child; the head of the children's clinic; chief physician of the children's clinic. The round stamp of the polyclinic is put on the document.

After the parents have received the certificate in their hands, you need to go to school. A free-form application is written to the director of the school with a request to transfer the student to home schooling. A certificate is attached to the application.

The maximum duration of homeschooling is one year (academic), the minimum is a month (as a rule, for injuries and surgeries).

The article did not announce the most important thing: in the first case, you teach the child yourself, and in the second, the school provides the teacher at its own expense. According to medical indications, it turned out to be not so easy to transfer the child! There is a list of 60 diagnoses with which they are transferred, with the rest - by. Even though your child is sick, nobody cares. Let him go and earn money with each illness, the diagnosis is more difficult for himself. (It's very sad, you have to miss a lot due to protracted illnesses and then make up at your own expense. Everything is for people, as always.

Thanks for the information, very helpful, because we may have to pick up the grandson of the first grader from school. She studies at school number 14, class with the experimental program "Harmony". The child reads fluently, retells, and counts quickly enough examples of the 2nd grade of the "Planet of Knowledge" program. But the program "Harmony" with squares and zeros introduces him to a stupor. The grandson categorically does not want to go to school, although he studied with great pleasure before this program. For two months of attending school, I could not bear even a grain of knowledge. Our family is terrified. We wonder why they were allowed to experiment on our children without parental consent and cripple the psyche of young children.

Finally, people can break away from totalitarianism. Enough of making our children a general statistical mass. We have driven people into a dead end with these new standards of education. Put blinders on your eyes and think it’s a ride. NO! Gentlemen. Our children also have the right to a free life, and not just your Majors. Let's see who will grow out of whom. THANKS to Fair RUSSIA.! With all my heart, I wish them good luck. I would like to say good luck to us, but I want to Unfortunately not a member of this party.

In accordance with paragraph 2 of Art. 51 of the Law of the Russian Federation of 10.07.1992 No. 3266-1 "On Education" (hereinafter - the Law of the Russian Federation "On Education") for children in need of long-term treatment, training sessions can be conducted by educational institutions at home. At the same time, the financial support of these activities is an expenditure obligation of the constituent entities of the Russian Federation.

According to the letter of the Ministry of Education of the RSFSR dated 08.07.1980 No. 281-M, the Ministry of Health of the RSFSR dated 28.07.1980 No. 17-13-186 children with somatic, surgical, skin, neurological and neuropsychiatric diseases that prevent them from attending educational institutions, including disabled children, have the right to home education.

Legal basis for organizing homeschooling

The basic principles of organizing home education, the rights and obligations of participants in the educational process are established by the following regulatory documents:

  • Decree of the Government of the Russian Federation of 18.07.1996 No. 861 "On Approval of the Procedure for Upbringing and Teaching Disabled Children at Home and in Non-State Educational Institutions";
  • letter from the Ministry of Education of Russia dated 02.28.2003. Depending on the degree of disorder of body functions and limitation of vital functions to persons under the age of 18 the category "disabled child" is established... The recognition of a person as a disabled person is carried out by the federal institution of medical and social expertise.(Article 1 of the Federal Law No. 181-FZ "On social protection of disabled people in the Russian Federation")No. 27 / 2643-6 "On Methodological Recommendations for Organizing the Activities of Educational Institutions for Home Education";
  • letter of the Ministry of Education of Russia dated March 30, 2001 No. 29 / 1470-6 "On the organization of educational institutions for home education (home education schools)";
  • letter of the Ministry of Education of the RSFSR dated 03.07.1989 No. 17-160-6, the Ministry of Health of the RSFSR dated 04.07.1989 No. 6-300 "On the organization of individual education at home for students with hearing impairments";
  • letter of the Ministry of Education and Science of the RSFSR dated 11/14/1988 No. 17-235-6 "On individual education of sick children at home in subjects included in the school curriculum, at the request of the parents and the decision of the administration of the educational institution";
  • letter of the Ministry of Prospectus of the RSFSR dated 07/08/1980 No. 281-M, the Ministry of Health of the RSFSR dated 07/28/1980 17-13-186 "On the List of diseases for which children need individual lessons at home and are exempted from attending a mass school";
  • letter of the Ministry of Prospectus of the USSR dated 05.05.1978 No. 28-M "On improving the organization of individual home education for sick children."

Subjects of the Russian Federation can develop and accept their documents regulating the organization of home education for schoolchildren. In Moscow, for example, such documents are the regulation on a comprehensive school for sick children and children with disabilities (home school), approved by the order of the Moscow government dated July 25, 1995 No. 726-RP (Appendix 1) and the decree "On the organization of the activities of state educational institutions the city of Moscow, implementing general education programs in various forms of education " .

Organization of home education

Since teaching a child at home, as a rule, leads to isolation from the children's collective, which complicates his integration into society, in some regions of the Russian Federation for children with disabilities such a model of organizing the educational process as home education is used.

The following positions must be included in the staffing table of an educational institution using the form of home education:

  • pediatrician;
  • nurse;
  • rehabilitologist;
  • psychotherapist;
  • teacher-defectologist;
  • educational psychologist;
  • educational psychologist with the qualification "social psychologist".

The content of education within the framework of this model is determined by educational programs adopted and implemented by an educational institution (hereinafter - OU) independently on the basis of exemplary educational programs prepared by the Ministry of Education and Science of Russia, in accordance with state standards. The terms for mastering educational programs can be increased in comparison with a general education school, and for students with developmental disabilities - in comparison with the terms for mastering them in a special (correctional) educational institution of the corresponding type.

The educational process is carried out by specialists in the field of correctional pedagogy, teachers and educators who have undergone appropriate retraining. In order to protect and strengthen the health of students, medical and preventive measures, group and individual correctional classes are carried out. In this case, part of the classes can be carried out at home, and part - at home.

The curriculum of home education is developed on the basis of the basic curriculum, taking into account the recommendations of the psychological, medical and pedagogical commission and the wishes of the students' parents. Changes can be made to it throughout the year - depending on the characteristics of the development of students and the nature of the course of the disease.

Below is a variant of the basic curriculum for home-based education (table).

For the organization of home education, the educational institution must prepare a number of documents. First of all, it is necessary to hold a meeting of the pedagogical council and make an appropriate decision, formalizing it in minutes.

Records management

The protocol should contain the following provisions:

"1. Provide an opportunity for students in the ______ academic year to receive education in the following forms: ________________________________.

(external studies, homeschooling, distance learning, etc.).

2. To organize, according to medical indications and applications of parents (legal representatives), individual home education for the following students: ____________________________________________________________.

(Full name of students)

3. Responsibility for the organization and implementation of the educational process within the framework of homeschooling shall be assigned to ____________________________ ".

(position and full name of the person in charge)

After making such a decision, the person in charge develops, and the head of the educational institution approves the regulation on the organization of individual home education. Further, the deputy director for teaching and educational work or another responsible person collects from the parents (legal representatives) applications for homeschooling (Appendix 2) and certificates (copies) from a medical institution (Appendix 3), develops and (legal representatives) students a timetable (Appendix 4) and (Appendix 5), prepares educational and methodological kits (programs, textbooks, teaching aids, thematic and lesson planning, texts of tests and tests), a plan and certificates for in-school control. Then the head of the educational institution issues orders for individual education of children at home for each student (Appendix 6), copies of which are included in class journals.

From the 2010-2011 academic year on the basis of clause 3 of Art. 7 of the Moscow Law of 28.04.2010 No. 16 "On the Education of Persons with Disabilities in the City of Moscow", homeschooling is organized on the basis of an agreement between the Moscow state authorities that manage education, educational institutions, students and (or ) by his parents (legal representatives). The approximate form of the contract for homeschooling is approved by the authorized executive body of the city of Moscow in the field of education.

Before the start of the academic year, a journal of individual lessons is drawn up for each student, which includes:

  • dates of classes in accordance with the schedule;
  • content of the passed material;
  • number of training hours spent;
  • current marks .

Based on these records, the work of teachers is paid. involved in homeschooling children.

In the class journal, on the left page of the spread, in the line for marks opposite the name of the student who is mastering general education programs in the form of homeschooling, an entry is made: "education at home, order dated ________ No. ____". Quarterly, trimester, semiannual, annual, and final marks are transferred from the homeschooling journal signed by parents (legal representatives) to the classroom journal. This also includes information about the student's transfer to another class or about his release from the educational institution.

In case of partial damage (complete loss) of the individual home education journal, an act of examination of the degree of loss of this document (complete loss of the document) is drawn up and a decision is made. In the event that the data is irreplaceable, the commission draws up an appropriate write-off certificate and decides to transfer the preserved data to a new journal. The individual homeschooling journal has been kept in the OU archive for five years.

An increase in the salary rates for teachers for individual home education of a child with disabilities is applied only if the disease, according to a medical report, is of a chronic nature.

Letter of the RSFSR Ministry of Prospectus dated 07/08/1980 No. 281-M, the RSFSR Ministry of Health dated 07/28/1980 No. 17-13-186<О перечне заболеваний, по поводу которых дети нуждаются в индивидуальных занятиях на дому и освобождаются от посещения массовой школы>.

Decree of the Moscow City Government dated September 25, 2007 No. 827-PP "On the organization of the activities of state educational institutions in the city of Moscow, implementing general education programs in various forms of education."

Approved by the order of the Moscow government dated 25.07.1995 No. 726-RP.

The certificate is printed on the letterhead of the medical institution and certified by its seal.

S.I. Sabelnikov,

deputy. director of the district methodological center
Of the Central District Education Department of the Moscow Department of Education

Homeschooling is an alternative to schooling. Is it productive and how to organize it correctly?

In order to successfully organize education for a child at home, it is necessary

  • Select the school to which the student will be assigned and in which he will subsequently undergo certification.

Since the beginning of the 90s, according to the law, any person who is a citizen of the Russian Federation has the right to study at home, but in order to obtain the necessary education documents, certification in a state educational institution of a suitable level is required.

Legally, parents have the right to assign their child to any educational institution they wish, but in practice, fewer questions and problems arise when choosing a school that already has a "staff" of homeschooled students.

  • Write an application addressed to the school director with a request to transfer the child to home schooling.

In fact, this is the only document (apart from, of course, copies of parents' passports, child's birth certificate and photographs) that is required from parents who decide that their child will be schooled at home. In an oral conversation with the principal, the reason for this choice should be cited as special family circumstances, such as frequent business trips or love of travel. In the application, it is necessary to indicate that the parents take full responsibility for the quality of the child's knowledge due to the fact that this is their independent decision without any special objective reasons (such as the state of the child's health).

After the child is officially assigned to school, it will be necessary to decide how often and according to what scheme he will be certified. He can take exams, practical and laboratory work just once a week, and once every six months, again in agreement with the school administration.

  • If necessary, a medical certificate of the child's health should be provided.

For home-based teaching, when school teachers come to the student's home for a lesson, a special medical certificate issued by the Clinical Expert Commission (KEC) of the medical institution is required. If a child suffers from diseases that prevent him from studying in a regular school, then according to the conclusion of the KEC, he can count on free education on an equal basis with all citizens of Russia.

  • Receive a program and recommendations on the required volume and quality of knowledge that the child should have at the end of the reporting period.

It is important to remember that when choosing home schooling, parents should seriously be concerned with the quality of the knowledge their child will receive. After the reporting period - a week, month, quarter or half a year, depending on the agreement with the school - the child will have to successfully pass the required tests and exams in order to be certified. Otherwise, it will be considered that home schooling is not effective and not possible for him.

In order not to get into a mess, to decide who and how will teach the child at home, it makes sense for parents to get a training program in advance, discuss difficult points with the director or head teacher, points to which special attention should be paid, etc.

  • Decide on the form of home schooling.

With the advent of the legislatively enshrined right of a citizen to choose himself, and the corresponding documents on education, not only the networks of private schools began to spread, but home education also developed. Currently, there are three forms of organizing education at home.

Homeschooling Forms

Nadomnoe

Home-based education is organized by the forces of the school to which the student is assigned, who, due to his health condition, is not able to study on a general basis. For those who choose homeschooling for no apparent reason, homeschooling may not be available.

Having provided the necessary medical certificates, the student has the right to have the teachers of the school to which he is assigned to conduct individual lessons with him at his home. These lessons completely duplicate the school curriculum, and their quality depends entirely on how conscientiously they treat extracurricular activities.

Family

Family education is also organized after the adoption of an application from the parents for home schooling of the child in one of the schools and the approval of the procedure for attestation of the student.

Family-type classes are created with full initiative and, which themselves act as primary school teachers, and later as subject teachers. Taking responsibility for the quality of education of children, parents have the right to draw up their own program, supplement the disciplines necessary in their opinion, say, elementary school, change the approach to studying a subject at their own discretion. But they should remember that at the end of a quarter or half a year, depending on the agreement with the school, the child will have to pass an exam to confirm that he received the same knowledge as his peers who were all this time at the school desk. Otherwise, parents have the right to show imagination and creativity, inventing new forms and approaches to make their children more fun and more interesting to learn.

Externship

The externship is the most famous form of one-to-one learning and is often associated with gifted children such as Michael Kevin Kearney, who graduated from high school as an external student at age 6 and entered the Guinness Book of Records as the youngest university graduate at the age of ten.

For education and obtaining a certificate in the form of an external study, it is advisable to find a school with experience of similar work, where there is a person responsible (as a rule, one of the head teachers) for organizing external studies in this educational institution. As a rule, in such a school there is already a group of children with whom work is being carried out on this form.

After filling out the relevant documents, parents receive a grade book in their hands, and then, 2 times a year, the child takes exams in subjects in order to move from class to class.
