Andrey Gennadievich Nazarov was appointed to the position. The ex-deputy-rapist Nazarov is striving for power. Working in the business community

Into power. “We need to identify and firmly block any attempts to get into power,” Putin emphasizes. This means that the security forces will now have more work. Former State Duma deputy, and now co-chairman of the all-Russian public organization “Business Russia”, chairman of the board of directors of the Granel group of companies Andrei Nazarov decided to build a career as an official. He does not particularly hide the fact that he expects to get a major position in the near future. There were documents available that Nazarov was convicted of a number of crimes, including rape. And once he miraculously escaped imprisonment. , thanks to considerable capital. That is, Nazarov, exactly the same “” about whose exclusion from power the head of state spoke.

The official biography of Andrei Nazarov, as voters and the Kremlin see it, looks almost flawless. Here are the main milestones of his public life: in 1998 he was elected as a deputy of the Sibay city council; from 1999 to 2003 - deputy of the Sibay City Council, in 2003 he was elected deputy of the State Assembly-Kurultai of the Republic of Bashkortostan; from 1998 to 2004, he headed the Representative Office of the Republic of Bashkortostan in Magnitogorsk; since 2005 – head of the state institution “Center for Strategic Research under the President of the Republic of Bashkortostan”; from 2007 to 2011 – deputy of the State Duma; from 2011 to 2014 – special representative of the President of the Republic of Bashkortostan on investment cooperation; from 2014 to the present – co-chairman of the all-Russian public organization “Business Russia”; Chairman of the Board of Directors of the Granel group of companies; co-chairman of the organization “Center for Public Procedures “Business Against”; Member of the All-Russian political party "United Russia".

With such a beautiful biography, one might indeed think that we are talking about a person who clearly deserves a decent position. If you look into the active bases of the security forces, you won’t notice anything suspicious either. Take it and nominate it right now. However, as I found out, the “impeccable” Andrei Nazarov has such criminal “baggage” behind him that some young “thieves in law” do not have. True, with such “baggage” you definitely won’t become “in law”. The article of the criminal code, which Nazarov was charged with, cuts off the path to crime bosses.

“Skeletons in the Closet” by Andrei Gennadievich Nazarov was discovered in the archives of the Ministry of Internal Affairs of the Russian Federation. The ex-deputy managed to “clean” the existing law enforcement databases.

So let's turn to these same archives. According to them, in 1986, the Sibay City Department of Internal Affairs opened criminal case 0024219 against Andrei Nazarov under two articles of the Criminal Code of the RSFSR - 117 (rape) and 206 (hooliganism). The investigation lasted for almost two years and then the case was transferred to the Baymaksky District People's Court of the Bashkir USSR. If anyone thinks that there were no Soviets in those days, they are mistaken. Its manifestation is the sentence against Andrei Nazarov. The court found him guilty, but imposed an extremely lenient punishment - three years in prison with a probationary period of one year.

Behind the article numbers of the Criminal Code lies a human tragedy. Three drunken thugs, including Nazarov, grabbed a teacher training school student on the street, beat her, dragged her into the basement, where they raped her. The girl's whole life was ruined.

And here is a man who has a criminal record behind him for RAPE, not only managed to be a State Duma deputy, but also aspires to a high post.

Moreover, this is far from Nazarov’s only trouble with law enforcement agencies. The source refers to another document from the archives of the Ministry of Internal Affairs of the Russian Federation. In 2009, the Internal Affairs Directorate for the Kirovsky District of Ufa began a pre-investigation check against Nazarov on suspicion of committing a crime under Article 327 of the Criminal Code of the Russian Federation (forgery of documents). But Nazarov is not a poor man, so he dealt with this problem. The terms of the pre-investigation check were repeatedly extended until in 2010 a decision was made to refuse to initiate a case. Behind this extract from the archives of the Ministry of Internal Affairs of the Russian Federation lies the following story.

In Nazarov’s personal data, the first, basic higher education includes diploma ZhB-11 No. 0062051 dated May 25, 1995, issued in Kazakhstan in the specialty “management in trade and public catering.” An official request from the Kazakh Economic University, once called the Alma-Ata Institute of Public Education, received an answer that Andrey Gennadievich Nazarov was not listed as a graduate, and he was not given a diploma number ZHB-11 No. 0062051.” Meanwhile, the deputy defended his Ph.D. thesis, constantly improving his educational level. All this constitutes the crime of forgery of documents.

In the system of the Ministry of Internal Affairs, perhaps, there is no other unit as discussed by ordinary citizens as the traffic police. And the jokes about “gays” circulating among the people are simply endless. We started our interview with the head of the State Traffic Safety Inspectorate of the Vladimir Region Regional State Traffic Safety Inspectorate, Alexander Nazarov, with a question about jokes.

Alexander Gennadievich, how do you feel about jokes about traffic cops, considering that most of them hint at, let’s say, the greed of inspectors?
- I treat good jokes like any other person - with humor. A completely different matter is sweeping, groundless criticism, without evidence. This is always very unpleasant.
- Why, in your opinion, does the traffic police often receive such criticism? Not the threat, not the OBEP, but the traffic police.
- Because we are at the forefront of the fight against traffic violations. A large part of the population now has cars. If a citizen is lucky, if he has not become a victim of a crime, then he may never end up in danger in his entire life. And almost everyone communicates regularly with traffic police officers. In addition, the legislation has tightened liability for traffic violations; the minimum fine has reached 500 rubles. And for individual violations, up to 5 thousand. Once caught, the person is, of course, unhappy that he will have to pay a significant amount. Well, who should he take out his, let’s say, grief on? On the inspector. I'm not saying, of course, that all inspectors are perfect. But in most cases they are criticized undeservedly. People violate, and then, due to their mentality, they themselves try to minimize the consequences, hoping to solve everything “here and now.” And they do not realize that this preventive, supervisory work is carried out in their interests, in order to save their life and health. And that people who work for this often go on well-deserved retirement due to disability due to work-related circumstances...
- In terms of? Do inspectors freeze their feet in winter?
- We mainly have a professional problem - pulmonary diseases. Inspectors constantly breathe lead on the roads. It is no coincidence that several years ago, after examining the places of work of traffic police squads, it was decided to calculate their length of service at a preferential rate - a year and a half. And the experience must be at least 20 years. That is, you can earn it in about 15 years on the road.
- How long have you been in the traffic police?
- Since 1985. Next year it will be 30 years.
- Did you regret your choice of profession?
- Never. You see, what we do is tangible. It is important for me if I see and understand that if we had not carried out specific measures - for example, on prevention or supervision, on organizing work with personnel, the consequences of accidents would have been much worse.
- What, in your opinion, is the percentage of “idiots driving”?
- We don't call anyone idiots. But I will say this: about 90-95% of all road accidents could have been avoided if not for the human factor. The remaining 5-10% of accidents are due to various weather conditions, road components, emergencies involving the transportation of large cargo... That is, external and technical reasons. But mostly the cause of accidents is people. Drivers, unfortunately, do not always have enough basic driving behavior. Don't trim. Give way to a pedestrian or another car. These are simple things. I think that driving schools should teach not only the rules, but also the culture of driving.
- Alexander Gennadievich, what does culture have to do with road safety?
- Direct. Lack of culture means stress for all road users. Let's say you are driving. Another driver cuts you off. And it also beeps. This situation will definitely add nervousness to both you and those traveling behind you. Still on the same road. And nervousness while driving often leads to consequences.
- Do you drive a car yourself?
- I drive mainly on vacation. I used to like it, but now I want, when I have a free minute, not to waste time on the road, but to go into the forest. To the river. Go to the village.
- Do you remember your first car?
- Certainly. The eleventh model of the Zhiguli. Good car. And I started my driving experience with a moped. Moreover, we assembled these mopeds and motorcycles ourselves from old ones.
spare parts The cars then started. First the parent. Then I bought my own - an old Volga. Then a newer Volga. Then the new Volga. Now I drive a Toyota Camry. It is practical and adapted to our roads.
Have you ever been slowed down by subordinates driving a personal car? Or does everyone know your car?
- I don’t think everyone knows her. But I was never slowed down. Simply because I always try to follow the traffic rules. By the way, in other regions where there are no my subordinates, I was never stopped either. The rules must be followed and there will be no problems. When I'm on vacation, I'm never in a hurry. I like to go out quietly. In advance. Or go at night when the roads are clearer. So I went to Moscow to visit my brother. To the Ivanovo, Kostroma regions, to the south... I choose a time when there are fewer cars on the road, and I drive very carefully.
- What do you like to do in the forest?
- Collect mushrooms. Hunt when friends invite you - ungulates, ducks. Although over the years I like to hunt less and less. In hunting, the main male passion is to catch the prey. But lately I’ve really felt sorry for the animals. And the attitude towards nature in general changes over the years. I want to take care of her more. Sometimes you sit and choose potential game - oh, no, this one is still to live and live. And you don't shoot. In a word, I love nature. Only in nature can you relax properly. True, it was calmer to relax before. Nowadays mobile communications interfere with this.
- So don’t take your mobile phone with you into the forest!
- I have no right. If you serve the state, you must always be in touch. We must even coordinate trips outside the region with management.
- What if you are walking in the Siberian taiga on your legal two-week vacation, and they call you on the fifth day?
- Naturally, no one expects me to be there right away. But I am obliged to take all measures to minimize the time it takes to arrive at the place of permanent deployment. This is normal for us.
- You, security forces, are now not recommended to travel abroad...
- For me this is absolutely not critical. I actually went abroad once in my life. For a long time. This was still Czechoslovakia. And I didn’t see anything special there for myself. So I have enough worries here and enough places and ways to relax. I have a plot in the village where I can make an effort. Make something, build something. I like it. This is my rest.
- Alexander Gennadievich, there is such a rude saying “a woman driving is a monkey with a grenade.” Would you get into a car with a female driver?
- And I got into the car with a female driver. And I think that sometimes women are more responsible about driving and behavior on the road than men. True, this year there is an increase in road accidents involving representatives of the fair sex. But it coincides with an increase in the issuance of driver's licenses to them. That is, more inexperienced female drivers mean more accidents. But I still wouldn’t make a gradation based on gender here. Drivers - both men and women - are all different. Some are aggressive, some are calm. There are driving masters, and then there are their opposites. But this has nothing to do with gender. It’s just that, perhaps, on a subconscious level, many still have the prejudice that driving a car is a man’s job. The first cars were physically difficult to drive. It required force. And now cars are comfortable and easy to drive. Muscles are no longer needed.
- There is a fairly strict chain of command in law enforcement agencies. How much such rigidity is necessary?
- If a person decides to serve the state in law enforcement agencies, he must understand that he will have to put executive discipline and compliance with laws at the forefront. It is impossible to do without rigor, especially in the current situation.
- The traffic police is a structure where everyone dreams of having “their own person.” Does it hinder or help?
- I’ll say this: if you create the most comfortable, optimal and logical conditions for people, they simply won’t have to look for acquaintance either in the traffic police, or in the Federal Migration Service, or anywhere else. People without any acquaintances should receive the government services they are entitled to on time and without problems. In my opinion, in the Vladimir region there are no problems with this now.
