In Japan, two meetings will be held this week, the outcome of which will determine whether the situation for the merger of Fiat Chrysler Automobiles (FCA) and Renault will become more favorable. This is reported by The Wall Street Journal, citing people close to the French company and its alliance partner Nissan.
First, on Tuesday, June 25, Nissan's annual shareholders meeting will be held, at which investors will vote on changes to the composition of the company's directors. If the majority of the seats are taken by independent members, Nissan may be more open to the FCA-Renault merger, the French company hopes. Then this week, French President Emmanuel Macron will meet Japanese Prime Minister Shinzo Abe ahead of the G-20 summit in Osaka. They are expected to discuss relations between Renault and Nissan, which have become tense since the arrest of former alliance chief Carlos Ghosn in Japan in November 2018 on allegations of financial fraud, writes WSJ, citing a French official.
Top managers of all three companies still believe that the deal can be carried out, sources say. Although they warn that the conditions of each side could prevent the resumption of negotiations. In early June, FCA withdrew its proposal to merge with Renault, citing "current political conditions" in France. The fact is that the French government, which owns a 15% stake in Renault, asked for additional time to think to make sure that the deal would not threaten the company's alliance with Nissan. Renault chairman Jean-Dominique Senard continued to speak with fellow FCA executive John Elkann after talks broke down, according to WSJ sources, although they never talked about the deal again. Elkann needs assurances that the French government will not try to actively influence the negotiations again.
As for Nissan, the Japanese company does not want its position in the alliance weakened after the merger. Now it owns 15% of the non-voting shares of Renault, while the French company owns 43.4% of the shares of Nissan. According to people close to the Japanese company, it may support the merger if Renault agrees to significantly reduce its stake in it.
FCA proposed a merger to Renault at the end of May, as a result of which their shareholders would have 50% in the combined company. The deal would have created the world's third-largest automaker, with total sales of around 8.7 million vehicles a year. The FCA estimates that the synergy from the merger would exceed 5 billion euros per year.
On the roads of Russia, spring restrictions for heavy trucks are about to come into force again. According to tradition, during the spring thaw, for a month or even longer, due to a decrease in the bearing capacity of the structural elements of the routes, the movement of trucks with certain axle loads will be limited. Restrictions for heavy trucks or the so-called spring drying in different regions of the country are introduced at different times depending on the natural and climatic features of the territory. About when they will start to operate, how long they will last, what vehicles will be subject to spring restrictions in 2016, read in the DorInfo material.
During heavy snowmelt, waterlogging of the soil, the road surface is destroyed much faster. In order to reduce the impact of trucks on the highways, they are simply closed for a while for vehicles whose axle load exceeds the allowable one. The duration of the restrictions and the permissible loads for their regional and intermunicipal roads, each subject sets independently. On average, spring drying lasts a month and mainly falls in April.
In some regions of the country, traffic restrictions are introduced for more than a month. So, the Arkhangelsk region for several years in a row introduces restrictions for a month and a half due to the northern location, swampy terrain and “weak” roads. In addition, some regions are extending spring restrictions, as was the case a year ago in the Altai Territory and others, due to heavy rainfall during snowmelt or prolonged floods.
The reason for introducing restrictions for heavy vehicles on regional and inter-municipal roads is obvious. They allow you to save roads during the "thaw" and, as a result, save money on repair and restoration work. The carriers themselves do not all agree with the introduction of drying, and with the timing of its validity.
Carriers are dissatisfied with the forced downtime of cars, the search for detours or extortions from them by the traffic police during the restrictions. In addition, a number of carriers believe that the deadlines set by the authorities in a particular subject do not coincide with real weather conditions. Such an opinion, in particular, was expressed by representatives of the Siberian Association of Automobile Carriers (SAAP).
“In our region (Novosibirsk region - ed.), seasonal restrictions are always introduced from April 15 to May 15. But there is an early spring, when it would be more correct to introduce restrictions a week earlier and cancel them earlier, when the roads are already dry,” said Vyacheslav Stanislavovich Trunaev, President of the SAAP, earlier.
Carriers also believe that it is necessary to increase the permissible axle load to 8 tons, thereby introducing real restrictions, and not an actual ban on travel.
“Now during the spring restrictions, it is only 5 tons per axle. Even an empty road train has a load on the front axle of more than 5 tons. That is, at this time, he cannot even leave to the repair base to perform routine maintenance? Our proposal is to increase the permissible load to 8 tons per axle during the period of spring restrictions. Thus, a restriction will be introduced, not a ban,” Trunaev said.
In addition, carriers advocate the organization of transport corridors during the spring drying, that is, the release of a number of roads from restrictions for the passage of heavy vehicles. Such a corridor may appear, in particular, in the Leningrad region.
We add that for driving on roads during the spring drying, transport must obtain a special permit. At the same time, restrictions usually do not apply to international transportation, passenger transportation by buses, transportation of food, animals, medicines, fuels and lubricants, seeds, fertilizers, mail and postal cargo, delivery of goods necessary to eliminate the consequences or prevent Emergency situations, for transport of the Ministry of Defense of the Russian Federation.
Whether there will be transport corridors or not, whether the allowable loads will be increased or not, whether the terms of the restrictions will be adjusted or not, there will be spring drying in 2016. Below is a table of the duration of restrictions for heavy trucks on roads in different regions of Russia and the established permissible loads. As information becomes available, the table will be updated.
March 15, 2016 04:40 PMThe Federal Road Agency (Rosavtodor) is preparing a draft order "On the introduction of temporary restrictions on the movement of vehicles on public roads of federal significance in 2016," the agency said in a statement. As follows from the information disclosure portal, it is expected that the order will come into force in April 2016. Rosavtodor notes that in order to ensure the safety of the road surface in the spring and summer of 2016, temporary restrictions on the movement of vehicles with or without cargo will be introduced , following on public roads of federal significance in excess of the established maximum permissible loads on the axles "for the period of waterlogging and reducing the bearing capacity of road structural elements." Spring restrictions will be in effect from April 1 to June 25, 2016 and will affect vehicles with or without cargo, traveling on public roads of federal significance in excess of the temporarily established maximum permissible axle loads. Summer restrictions are introduced from May 20 to August 31, 2016 and will be in effect when the daily air temperature exceeds 32 degrees. As reported, Rosavtodor annually from April 1 to June 25 for a period of not more than 30 days in each region on federal highways imposes restrictions on the movement of trucks depending on the axle load. At the same time, spring restrictions do not apply to the following types of transportation: - transportation of food products, animals, medicines, fuel, mail and postal cargo; - international transportation of goods; - transportation of road construction and road maintenance equipment and materials used in the course of emergency restoration and repair work; - passenger transportation by buses, including international ones; - emergency response services, emergency recovery services; - transportation of goods necessary to eliminate the consequences of natural disasters or other emergencies. In turn, the following are exempted from the summer restriction: - passenger transportation by buses, including international ones; - transportation of goods necessary to eliminate the consequences of natural disasters or other emergencies; - transportation of road construction and road maintenance equipment and materials used in the course of emergency restoration and repair work. “Currently, the draft order of the Federal Road Agency “On the introduction of temporary restrictions on the movement of vehicles on public roads of federal significance in 2016” is undergoing a regulatory impact assessment procedure. According to the results of the conclusion of the Ministry of Economic Development of Russia, the draft order is subject to be sent for state registration to the Ministry of Justice of Russia and official publication, 10 days after which it will enter into force. Earlier, Rosavtodor estimated the need for additional funds for repairs at 390 billion rubles in the event of the lifting of spring restrictions. At the same time, the road agency estimated the losses of carriers from the spring restrictions at almost 3 billion rubles. Restrictions on the movement of trucks in the spring on federal roads may affect about 1.5 million trucks in Russia. On a number of federal highways, from the end of March - the beginning of April of each year, there is a restriction on the movement of trucks. This measure has been introduced since 1961 and, according to Rosavtodor, contributes to the preservation of Russian roads in the spring. The Ministry of Economic Development has previously spoken out against the introduction of restrictions, however, they were introduced.
