The reason for introducing restrictions for heavy vehicles on regional and inter-municipal roads is obvious. They allow you to save roads during the "thaw" and, as a result, save money on repair and restoration work. The carriers themselves do not all agree with the introduction of drying, and with the timing of its validity.

Carriers are dissatisfied with the forced downtime of cars, the search for detours or extortions from them by the traffic police during the restrictions. In addition, a number of carriers believe that the deadlines set by the authorities in a particular subject do not coincide with real weather conditions. Such an opinion, in particular, was expressed by representatives of the Siberian Association of Automobile Carriers (SAAP).

« In our region (Novosibirsk region - ed.), seasonal restrictions are always introduced from April 15 to May 15. But there is an early spring, when it would be more correct to introduce restrictions a week earlier and cancel them earlier, when the roads are already dry.", - said earlier SAAP President Vyacheslav Stanislavovich Trunaev.

Carriers also believe that it is necessary to increase the permissible axle load to 8 tons, thereby introducing real restrictions, and not an actual ban on travel.

« Now during the spring restrictions, it is only 5 tons per axle. Even an empty road train has a load on the front axle of more than 5 tons. That is, at this time, he cannot even leave to the repair base to perform routine maintenance? Our proposal is to increase the permissible load to 8 tons per axle during the period of spring restrictions. This will introduce a restriction, not a ban.", - said Trunaev.

In addition, carriers advocate the organization of transport corridors during the spring drying, that is, the release of a number of roads from restrictions for the passage of heavy vehicles. Such a corridor may appear, in particular, in the Leningrad region.

We add that for driving on roads during the spring drying, transport must obtain a special permit. At the same time, restrictions usually do not apply to international transportation, passenger transportation by buses, transportation of food, animals, medicines, fuels and lubricants, seeds, fertilizers, mail and postal cargo, delivery of goods necessary to eliminate the consequences or prevent Emergency situations, for transport of the Ministry of Defense of the Russian Federation.

Whether there will be transport corridors or not, whether the allowable loads will be increased or not, whether the terms of the restrictions will be adjusted or not, there will be spring drying in 2016.
