He drew the attention of the meeting participants to two topics that seem very important to Popular Front activists from all regions of the country.

« The first is some freedom of maneuver on the ground, because our country is different, large and has different problems. It is impossible to pack them all into templates for passports of national projects. There is a program for the construction of first aid stations. I was on a raid with our activists in the Perm region, the village of Bragino, Krasnokamsk district. There is a wonderful permanent building there, built in Soviet times, excellent renovation, and a wonderful paramedic. But there is no water, that is, sewerage and water supply are not connected. Logically, money from a national project cannot be given for the pipe. You can recognize the FAP as not meeting modern requirements and build a new modular one, and close this one. This will require much more money. Of course, the governor will not make such decisions, but if he had the opportunity, for example, to spend the money that is generally allocated for first aid stations on this pipe, and also to renovate the paramedic’s office apartment, then the benefit would be much greater.” , - he said.

According to ONF activists, there are also regions where they want to close FAPs that are in a suitable condition, and in their place build new modular points, because the national project only has money for new facilities. There is no money allocated for repairs to existing buildings.

“There is a situation in the village of Staraya Vichuga, Ivanovo region. There is a wonderful art school there, with 300 children studying there. It opened in 1972 as a music school in a building that is now almost 200 years old. How can the governor help as part of the national project? Buy a new piano, instruments. This, of course, is very important, because the stock of musical instruments has not been updated since Soviet times. Music schools are waiting for these instruments, but when the piano is placed in a closet where it is impossible to adjust the acoustics and the roof is leaking, and there are a lot of such schools not only in the Ivanovo region, then the piano in the rain will not look very good,” Razvozhaev added.

He emphasized that there are many examples in the country where common sense requires a certain management maneuver on the ground. It should be possible to change the quality for less money and get the result that everyone expects from national projects.

“The second topic that you, Vladimir Vladimirovich, spoke about at the beginning is the coordination of priorities in those applied areas that are done for people with the people themselves. It is clear that equipment for a scientific laboratory should be selected by specialists. But when choosing a place where you want to put a playground, you need to consult with people so that it doesn’t work out like in the village of Chernousova, Kamensky urban district, Sverdlovsk region. There, under the federal improvement program, a children's playground was built in an open field, on the outskirts of the village, a hundred meters from the nearest house. Nearby is a manure warehouse. We ask what the head of administration was guided by when he chose this “wonderful place.” It turned out that with my idea that in 2022 there will be a new residential development on this field and then this playground will come in handy. 200 thousand rubles were spent, but no one goes there, mothers with children do not use this platform,” said the head of the ONF Executive Committee.

Such voluntaristic decisions on the ground, which are made without discussion with people, cause nothing but irritation, Razvozhaev said: “Therefore, in our opinion, now great attention should be paid to working with people, involving citizens in the implementation of national projects, so that the final the result was made together with the people and they could be proud to participate in the implementation of national projects.
